Palace, IATF-EID issue updates on ECQ, GCQ guidelines

Presidential Spokesperson Harry Roque on Tuesday laid out the content of Resolution No. 29 of the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) in a press briefing regarding the enhanced community quarantine and general community quarantine.

The resolution primarily determined the updated list of areas to be placed under ECQ until May 15 such as the NCR, Region 3 except Aurora, Region 4A, Pangasinan, Benguet including Baguio City, Iloilo, Cebu including Cebu City, and Davao City.

Roque said places not included under the ECQ are to be covered by the GCQ.

Based on the resolution, the industries allowed to operate both under ECQ and GCQ are agriculture and fisheries, food, essential and hygiene products, medicines and vitamins, and medical products.

Hospitals, medical clinics, retail establishments, food preparations and water refilling stations, logistics service providers, delivery services, banking and capital markets, power, energy, water, IT and telecommunication supplies, waste disposal services, and technical services to above utilities, postal and courier services, sewerage, veterinary activities, repair and installation, rental and leasing activities, accommodation, gasoline stations, laundry shops, and funeral services are also allowed to operate under ECQ and GCQ.

Meanwhile, manufacturing activities on beverages, cement and steel, and electrical and machinery equipment are only permitted to operate under GCQ. Other services such as malls and commercial centers, barbershops, salons, spas, advertising, and market research follow the same policy.

The Palace also clarified that gyms, fitness studios, sports facilities and mass gatherings related to entertainment, political, and business are prohibited under ECQ and GCQ. – Report from Mela Lesmoras
