At the Malacañang press briefing this Wednesday, May 14, Palace Press Officer and Presidential Communications Office Usec. Claire Castro lauded the policy changes made by the Civil Service Commission (CSC), who amended the education requirements for first-level positions in the government.

“Sa ilalim ng CSC Resolution 2500229, maaari nang ma-qualify sa first-level government positions ang mga nagtapos ng Grade 10 at Grade 12 sa ilalim ng K-12 curriculum,” Castro said.

She clarified, however, that the policy shift only applies to clerical, custodial, and other sub-professional occupations in government.

Among the benefactors of the amended education requirements were Grade 10 completers and Grade 12 graduates from 2016 onwards; along with those who have completed a technical-vocational training program and are holders of a TESDA NC-II certification.

“Layunin ng pagbabagong ito na bigyang-daan ang mas maraming kabataan na makapasok sa serbisyo-publiko bilang tugon sa reporma ng K-12,” Castro said, emphasizing the importance of creating further job opportunities for Filipino youth in response to reforms made to the K-12 education program.

Jobs generated by virtue of CSC Resolution No. 2500229 are also intended to bolster the public service sector of the government, and enable the younger generation to contribute in nation-building by offering their talents, skills, knowledge, and expertise to serve the Filipino people.

However, she emphasized that prospective applicants must meet the other qualification requirements of the positions, such as relevant training, experience, and eligibility for purposes of appointment to said positions.

Appointment in government is also discretionary on the part of the appointing officer or authority in accordance with existing civil service law, rules, and regulations.
