As part of the government’s progressive efforts towards growing the country’s creative industries, Malacañang ordered the widespread adoption of the Philippine Creative Industries Development Plan (PCIDP) 2025–2034 to strengthen the country’s creative sector — encompassing music, film, design, crafts, and digital media.
This move by the Palace honors the significant contributions of Filipino creativity to the country’s bottomline—accounting for 7.3% of the nation’s gross domestic product (GDP) and providing employment to 7.51 million Filipinos.
The PCIDP mandates the PCID Council, by virtue of Memorandum Circular No. 103 signed by Executive Secretary Lucas Bersamin on October 7, 2025, to formulate policies that actively support Filipino artists, musicians, filmmakers, and content creators, thereby contributing to the further growth of the country’s cultural blueprint.
To ensure the effective implementation of the PCIDP 2025-2034, Malacañang urged all government offices, instrumentalities, and private sectors to support programs, activities, and projects under the plan.
“In accordance with their respective mandates, all departments, agencies, bureaus, and offices of the National Government, including state universities and colleges, government-owned or -controlled corporations, and government financial institutions, are hereby directed to support the implementation of PCIDP 2025-2034, as well as the programs, activities, and projects specified therein,” MC 103 read.
Moreover, the PCIDP aims to bring Filipino creativity onto the global stage, thereby positioning these nine domains on par with other works of art from other countries:
- Audiovisual media
- Digital interactive media
- Creative services
- Design
- Publishing and printed media
- Performing arts
- Visual arts
- Traditional cultural expressions
- Cultural sites
Growing the Philippines’ creative sector is in line with the government’s vision of the Southeast Asian nation as Asia’s Premier Creative Hub by 2030, which would carry on the country’s rich heritage and cultural traditions into the modern age while championing sustainable development, innovation, and global competitiveness.
