‘Paolo’ makes landfall after intensifying into typhoon; heavy rains to persist

Tropical cyclone Paolo has made landfall over Dinapigue, Isabela, approximately an hour after it intensified into a typhoon on Friday morning, the state weather bureau said.

As of 10:00 a.m., the center of Typhoon Paolo was located in the vicinity of San Guillermo, Isabela. It is moving west-northwestward at 25 kph with maximum sustained winds of 130 kph and gustiness of up to 215 kph.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Paolo may slightly weaken while traversing northern Luzon’s landmass and then re-intensify when it emerges over the West Philippine Sea this afternoon or evening.

Based on the track forecast, the tropical cyclone is expected to leave the Philippine area of responsibility (PAR) on Saturday morning, Oct. 4.

Meanwhile, Tropical Cyclone Wind Signal (TCWS) No. 4 is hoisted over the extreme northern portion of Aurora (Dilasag, Casiguran); southern portion of Isabela (Dinapigue, San Mariano, Palanan, Roxas, Burgos, Gamu, Naguilian, Benito Soliven, San Manuel, Cabatuan, Aurora, Luna, Reina Mercedes, City of Cauayan, San Mateo, Alicia, Ramon, City of Santiago, Cordon, San Isidro, Echague, Angadanan, San Guillermo, Jones, San Agustin); northern portion of Quirino (Diffun, Aglipay, Saguday, Cabarroguis, Maddela); northern portion of Nueva Vizcaya (Solano, Villaverde, Bagabag, Diadi, Quezon, Ambaguio, Bayombong); Mountain Province; Ifugao; southern portion of Abra (Tubo); northern portion of Benguet (Bakun, Mankayan, Buguias, Kibungan, Kapangan, Atok, Kabayan); southern portion of Ilocos Sur (Cervantes, Quirino, Gregorio del Pilar, Sigay, San Emilio, Salcedo, Burgos, Lidlidda, Banayoyo, San Esteban, Santiago, Galimuyod, City of Candon, Santa Lucia, Santa Cruz, Suyo, Alilem, Tagudin, Sugpon); and the northern portion of La Union (Luna, Bangar, Balaoan, Sudipen, Santol, San Gabriel, Bacnotan, San Juan).

Wind Signal No. 3 is likewise raised in the northern portion of Aurora (Dinalungan, Dipaculao); rest of Isabela; rest of Quirino; central portion of Nueva Vizcaya (Kasibu, Bambang, Kayapa, Aritao, Dupax del Norte, Dupax del Sur, Santa Fe); Kalinga; central portion of Abra (Boliney, Daguioman, Sallapadan, Bucloc, Licuan-Baay, Malibcong, Lacub, La Paz, San Juan, Lagangilang, Danglas, Lagayan, Tayum, Bangued, Langiden, Pidigan, San Quintin, Pilar, Luba, Manabo, Villaviciosa, San Isidro, Peñarrubia, Bucay, Dolores); rest of Benguet; rest of Ilocos Sur; and the rest of La Union.

“Generally, ito pong mga lugar na may Wind Signal Nos. 4 and 3, inaasahan talagang makakaranas ng malalakas na hangin na puwedeng makapagpatumba ng maraming uri ng pananim, poste ng ilaw, billboards, iba’t-ibang istruktura gaya po ng mga bahay na gawa sa light materials,” PAGASA Assistant Weather Services Chief Chris Perez said in a public briefing.

TCWS No. 2 is up in the southern portion of Cagayan (Peñablanca, Tuguegarao City, Solana, Iguig, Tuao, Piat, Rizal, Santo Niño, Alcala, Amulung, Enrile, Baggao); rest of Nueva Vizcaya; southern portion of Apayao (Conner, Kabugao); rest of Abra; southern portion of Ilocos Norte (Nueva Era, Badoc, Pinili, City of Batac, Paoay, Currimao, Banna, Laoag City, San Nicolas, Sarrat, Dingras, Solsona, Marcos, Bacarra, Piddig); northern portion of Pangasinan (San Fabian, Sison, Pozorrubio, Umingan, San Jacinto, Laoac, Binalonan, San Nicolas, Natividad, Tayug, San Manuel, Asingan, Santa Maria, San Quintin, Dagupan City, Mangaldan, Manaoag, Bolinao, Anda, Bani, City of Alaminos, Sual, Labrador, Lingayen, Binmaley, Calasiao, Mapandan, Santa Barbara, City of Urdaneta); central portion of Aurora (Baler, Maria Aurora, San Luis); and the northern portion of Nueva Ecija (Carranglan, Bongabon, San Jose City, Pantabangan, Rizal, Lupao).

Wind Signal No. 1 is also hoisted over the rest of mainland Cagayan including Babuyan Islands; rest of Aurora; northern portion of Quezon (General Nakar, Infanta) including Polillo Islands; Camarines Norte; rest of Apayao; rest of Ilocos Norte; rest of Pangasinan; rest of Nueva Ecija; northern portion of Bulacan (Doña Remedios Trinidad, San Miguel, San Ildefonso, Norzagaray, San Rafael, Angat); Tarlac; northeastern portion of Pampanga (Magalang, Arayat, Candaba, Mabalacat City); and the northern portion of Zambales (Palauig, Masinloc, Candelaria, Santa Cruz).

In terms of heavy rains, Typhoon Paolo will dump intense to torrential rains over Isabela, Quirino, Ifugao, Mountain Province, Aurora, Nueva Vizcaya, and Benguet until Saturday noon.

Heavy to intense rains are likewise forecast over Cagayan, Apayao, Abra, Kalinga, Nueva Ecija, Ilocos Sur, La Union, and Pangasinan, while moderate to heavy rains will be experienced in Ilocos Norte, Zambales, Tarlac, Bataan, Pampanga, Bulacan, Cavite, and Batangas.

“Yung banta ng malalakas na pag-ulan sa nakararaming bahagi ng Northern and Central Luzon at maging sa ilang bahagi ng Southern Luzon, posible pong magdulot yan ng mga pagbaha sa low-lying areas, sa mga komunidad na malapit sa tabing-ilog, pagguho ng lupa sa mga lugar na malapit sa paanan ng bundok,” Perez said.

Storm surges with peak heights between 1.0 to 3.0 meters are also likely to occur within 24 hours in Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Zambales, Cagayan, Isabela, Aurora, and Quezon. Residents in low-lying areas or those living near the coasts are urged to move to higher grounds and cancel all marine activities for the meantime.

Similarly, mariners are advised to remain in port or immediately seek safe harbor as rough to very high seas are forecast over the eastern coast of Cagayan (Santa Ana, Gonzaga, Lal-Lo, Gattaran, Baggao, and Peñablanca), Isabela, and Aurora.

Rough to very rough seas will also persist over the seaboards of Batanes, Babuyan Islands, the northern coast of Cagayan (Santa Teresita, Buguey, Aparri, Ballesteros, Abulug, Pamplona, Sanchez-Mira, Claveria, and Santa Praxedes), Ilocos Norte, Ilocos Sur, and La Union.
