Patakaran sa JobStart, inilabas

Nagpalabas ang Department of Labor and Employment (DOLE) ng patakaran para sa implementasyon ng JobStart Philippines, isang programa na naglalayong paikliin ang school-to-work transition ng kabataan sa pamamagitan ng komprehensibong career guidance at advanced skills training.

Nakasaad sa Department Order No. 179 na nilagdaan ni Labor and Employment Secretary Silvestre H. Bello III ang Implementing Rules and Regulations ng Republic Act 10869 o ang JobStart Law. Kabilang dito ang full cycle employment facilitation services tulad ng registration; client assessment; life skills training with one-on-one coaching; technical training; job matching; at referrals sa mga employer para sa karagdagang technical training, internship o trabaho.

Mayroon din itong training module, kung saan ang nilalaman ay sasailalim sa pagsusuri ng DOLE sa tulong ng Department of Education (DepEd), Technical Education and Skills Development Authority (TESDA), Commission on Higher Education (CHED) at iba pang kinauukulang grupo.

Ang Public Employment Service Office (PESO), ang pangunahing institusyon na may pananagutan sa implementasyon ng labor market program sa kanilang lugar, ay naatasan na ipatupad ang programa kasama ang pagtatakda ng registration schedule.

Para maging bahagi ng programa, kinakailangan na ang Job Start Trainee ay Filipino; may edad 18 hanggang 24 taon, (maaari ding mag-rehistro ang edad 17 taon ngunit kinakailangan na sila ay 18 taon na bago ang technical training stage); umabot ng high school level; at hindi kasalukuyang nag-aaral, nagtatrabaho, o hindi nag-training (NEET) sa panahon ng pagpaparehistro.

Wala dapat na karanasan sa pagtatrabaho ang interesadong trainee o hindi dapat hihigit sa isang taon ang accumulated work experience. Kabilang ang part-time at full time work sa formal sector ang 0-12 buwan ng accumulated wage employment experience.

Bibigyang prayoridad ang mga at-risk youth o iyong galing sa low-income households at benepisaryo ng Pantawid Pamilyang Pilipino Program (4Ps) at ang Special Program for Employment of Students (SPES) ng DOLE.

Ang mga kwalipikadong benepisaryo ng JobStart ay makakatanggap ng training allowance batay sa kanilang aktuwal na ipinasok na ibibigay ng PESO na ang pondo ay magmumula sa DOLE.

Sila ay sasailalim sa pagsusuri ng PESO upang alamin kung lubos na silang handa sa pagtatrabaho at kung sila ay nararapat nang magtrabaho o kinakailangan pa ng karagdagang training.

Magkakaroon ng bisa ang IRR 15 araw matapos itong mailathala sa Official Gazette o sa dalawang pahayagan. (DOLE-PR)
