PNP chief statement on LGU pass system, consumer-APORs

During my consultation with Metro Manila Council President and Parañaque City Mayor Edwin Olivarez, he said LGUs [local government units] in NCR [National Capital Region] are given the discretion on whether or not they would implement the quarantine pass system for their respective constituents.

In this regard, I instructed all police commanders in Metro Manila to coordinate with their respective LGUs to determine if they would be using the quarantine pass system for the consumer-APOR for the proper guidance and information of our personnel on the ground.

But just the same, the PNP will not allow consumer-APORs to cross borders just to avail of the goods and services of the permitted industries and businesses that are allowed to operate under the MECQ. Instead, they should do so within their respective localities or cities.
