PNP Chief Torre vows 3-minute response time nationwide

New Philippine National Police (PNP) Chief PGen. Nicolas Torre III on Monday announced that the PNP will institutionalize a three-minute police response time in major urban centers nationwide in compliance with President Ferdinand R. Marcos Jr.’s directive to increase police visibility.

In his speech during the PNP Change of Command ceremony led by the President at Camp Crame in Quezon City, Torre enumerated the three core pillars to be implemented under his leadership: swift and responsive public service, unity and morale within the ranks, and accountability and modernization.

“Pillar No.1 is in compliance with the directive of the President for swift and responsive public service,” the new Police chief said. “This is not just a benchmark, it is a lifeline. Every call for help deserves immediate attention and action.”

He said that cops will be deployed in various areas to ensure public safety and order, “Kung nasaan man ang bawat Pilipino, sila ay ligtas.”

Torre first implemented the three-minute response time as director of the Quezon City Police District.

Stressing the importance of unity in the police force in performing their mandate, Torre rallied his fellow police officers to “strengthen our core from within guided by discipline, mutual respect, and leadership by example.”

He also assured that the PNP will provide the “best training, best leadership, best support, and the best opportunity to grow” in the institution.

He likewise vowed to modernize PNP by enhancing its investigative tools and adopt innovative technologies that protect rights while ensuring order.

“Sa ilalim ng aking pamumuno, action will be rewarded—hindi sapat ang pogi points. We will reward those policemen who will work hard on our three pillars,” Torre emphasized. “I challenge each and every member of the PNP to be louder than me, not only in words but also in action. When you are doing extraordinary things for the people, you deserve to be heard and recognized.”

Torre, led the high-profile arrests of Pastor Apollo Quiboloy and former President Rodrigo Duterte as Criminal Investigation and Detection Group (CIDG) chief replaced PGEN. Rommel Francisco Marbil as the 31st head of the police force.
