Poe, Tugade clash over need for emergency powers

PhP 3.5 billion-worth of opportunities are lost daily in the face of the worsening traffic problems in the Metro. But a clash of opinions may stall the solution further. Department of Transportation (DOTr) Sec. Arthur Tugade pushed for the need for the President’s emergency powers to expedite legal remedies. But opposing senators led by Senate Public Service Committee Chairperson Grace Poe reminded of the abuses if the power would be granted and that other alternatives should be considered.
