The Moscow State Institute of International Relations, a renowned academic institution of foreign relations, will confer an honorary doctorate degree to Pres. Rodrigo Duterte. The degree will be bestowed right before his scheduled speech there, says Philippine Ambassador to Russia Carlos Sorreta. On October 5, the President is expected to receive queries from the students of rhe said university.
