As the People’s Television commemorates its 50th anniversary, it proudly announces a pivotal organizational stride – initiating the regularization process for its Contract-of-Service (COS) and contractual personnel.
The last comprehensive regularization effort for PTV’s employees dates back to 2005.
Responding to the recent directive from President Ferdinand Marcos Jr. to review the status of Job Order (JO) and COS personnel across government agencies, PTV management has started accepting applications from its workforce to assume plantilla positions under the Network’s new Organizational Structure and Staffing Pattern (OSS), as approved by the Governance Commission for GOCCs (GCG).
All network personnel — incumbent, permanent, contractual, and contract-of-service — are eligible to apply for available positions, subject to review by the Placement and Review Committee and later, by the Human Resource Merit Promotion and Selection Board (HRMPSB) for qualifications and skills-matching.
“We wholeheartedly endorse the President’s call for a review of COS and JO workers in government,” states PTV Network General Manager Analisa Puod. “This significant step underscores our commitment to ensuring job security for our valued PTV employees.’
Currently, aside from its regular employees, the network maintains a workforce of 548 COS personnel.
The personnel movement within the state TV organization will be based on the 2015 GCG-approved Reorganization Plan, which would be more enhanced and responsive to the Network’s needs and functions through the proposed amendments submitted to the GCG for approval.
The initial phase will concentrate on placing regular employees in positions comparable to their current roles. Those whose positions are abolished in the new TO have the option for early retirement, undergo a lateral transfer to other agencies, or retain their positions until their resignation or separation from the network through a co-terminus to incumbent (CTI) status.
Phase 2 of the reorganization, on the other hand, will cover promotions and the placement of employees in residual positions.
The network is also preparing benefit packages for its employees who are up for retirement or choose to avail of early retirement.
In addition to this initiative, PTV management has established the PTV Media Training Center to foster continuous upskilling among its staff. Most recently, the training center hosted a Complete Staff Work (CSW) Seminar for administrative personnel, aimed at enhancing operational efficiency and productivity.
“We want to provide ongoing learning and development opportunities to enhance our employees’ performance and keep pace with industry trends,” Puod emphasizes. “Simultaneously, we are exploring collaborative initiatives with other government agencies for the welfare and benefit of our employees.”
To date, PTV, through Puod, has finalized special agreements with the Social Security System (SSS), the Philippine Health Insurance Corporation (PhilHealth), and the Home Development Mutual Fund (Pag-IBIG Fund) so its COS and regular employees can avail of membership benefits and remit their contributions and loan payments through the network.
Comelec satellite voters’ registration and free flu vaccines
On May 23, the network collaborated with the Commission on Elections (Comelec) for a day of satellite voter’s registration one-stop shop at the PTV Broadcast Center where PTV employees and those from other agencies such as the Philippine Information Agency (PIA), the Philippine Broadcasting Service (PBS), the Philippine News Agency (PNA) and the APO Production Unit can update their voter’s records under the COMELEC’s Register Anywhere Program (R.A.P.).
To address the Network personnel’s health concerns, PTV Manila has extended complimentary pneumococcal and influenza vaccinations to its senior employees and those with ages close to 60 last May 24, courtesy of the Department of Health-National Capital Region (DOH-NCR) in collaboration with the Quezon City District 1 Health Center.
“PTV’s 50-year broadcast legacy owes much to its dedicated workforce, many of whom have devoted their entire professional careers to the network despite the meager benefits. It is time we reward their commitment and service to the network,” Puod affirms. (PR)
