QC adopts local DRRM Operations Manual

The Quezon City Council has approved a resolution adopting the local disaster risk reduction management operations manual, subject to all laws and regulations in resolution no. 7104-2017 authored by Councilor Ramon Medalla.

The Local Disaster Risk Reduction and Management Office (LDRRMO) of Quezon City government is tasked by law to formulate and implement a comprehensive and integrated Local Disaster Risk Reduction and Management Plan (LDRRMP) in accordance with national, regional, and provincial framework, and policies on disaster risk reduction in close coordination with Local Development Councils.

“The Quezon City desires to strengthen the city’s resiliency against human induced or natural disasters by recognizing the vision, policy framework and strategies capitalized on disaster risk reduction and management in Quezon City,” Resolution 7104-2017 authored by Councilor Ramon Medalla read.

Under Section 21 of Republic Act 10121 or an Act Strengthening the Philippine Disaster Risk Reduction Management System, it is the Local Disaster Risk Reduction Management Council that will monitor and evaluate the use and disbursement of LDRRM fund based on the LDRRMP as incorporated in the Local Development Plans and Annual Work and Financial Plan.

Aside from DRMM operations manual, Quezon City government on orders of Mayor Herbert Bautista also created a contingency plan for flood and earthquake that is anchored on the scientific knowledge and deep understanding of the city’s hazards, vulnerability and risk to human induced or natural disaster or calamities.

The operations manual and the contingency plan that were already submitted and approved by Mayor Bautista as per QCDRRMC Resolution 02-2016, lists down the standard response during a worst-case scenario and the standard operating procedure during emergencies. ###qcpaiso
