The QCPD Criminal Investigation Detection Unit (CIDU) and the Regional Internal Affairs Service (RIAS) have started the investigation on the shooting of a retired military personnel in a checkpoint in Fairview amid the Enhanced Community Quarantine.
According to the Chief of CIDU Major Elmer Monsalve, they have gathered evidence including a .38 revolver from the sling bag of the victim Winston Ragos.
Ragos, a retired military personnel who was given a complete disability discharge after being diagnosed with a mental illness, allegedly violated the ECQ guidelines by going out of the house without a quarantine pass.
In the video footage by police trainee Dante Fronda, Ragos acted as if he was going to pull out a gun when he was shot at the leg and body. Lt. General Guillermo Eleazar explained that the police officers have undergone proper training.
The RIAS assured that the investigation will be fair. The police officer who shot Ragos has surrendered to authorities and immediately submitted an incident report while the family of Ragos is still firm on filing a complaint. -PTV NEWS
