MANILA — Residents of Quezon City are now better protected against bogus and illegal documents.
This, after the Quezon City Civil Registry Department (CRD) started issuing on Monday a new official security seal for a certified true copy of Civil Registry documents.
The documents and certificates that bear the security seal are the following:
- live birth, marriage, death, certificate of no record of live birth, marriage and death, transcribed forms 1A (birth), 2A (death), 3A (marriage), certificate of registration, and certification of legal instruments pertaining to admission of paternity;
- affidavit to use the surname of the father;
- legitimization;
- court decrees (court decision and finality);
- letters of endorsement;
- certificate of finality under Republic Act No. 9048 and RA No. 10172; and
- communications, letters and transmittals to different private and government offices and agencies.
The new security aims to prevent individuals from counterfeiting documents issued by the CRD and to eradicate circulation of counterfeit civil registration documents.
More than 1,000 individuals per day visit the CRD to have documents registered in Quezon City.
“Dapat lamang na pumunta kayo doon sa opisina kung saan kayo naka-rehistro. O kaya, meron namang Philippine Statistics Authority (PSA) na central depository ng mga dokumento (You should go there in the office where you are registered. Or better yet, there is the PSA which is the central depository of documents),” Quezon City Civil Registrar Ramon Matabang said in a media interview.
“Huwag na kayong mag-secure ng dokumento sa mga hindi tamang ahensya o opisina. Kung hindi naman talaga totoo ang dokumento, lilitaw din iyan. Kayo rin ang magkakaproblema later on (Please don’t anymore secure documents from unauthorized agency or office. If the documents are not really authentic, it will be discovered. You will also encounter problems later on),” Matabang added.
Under Republic Act No. 9048, the city or municipal civil registrar or the consul general is authorized “to correct a clerical or typographical error in an entry and/or change of first name or nickname in the civil register without need of a judicial order, amending for this purpose Articles 376 and 412 of the Civil Code of the Philippines”.
Meanwhile, Republic Act No. 10172 also authorizes “the city or municipal civil registrar or the consul general to correct clerical or typographical errors in the day and month in the date of birth or sex of a person appearing in the civil register without need of a judicial order, amending for this purpose Act No. 9048”.
