Resumption of policy on GOCC, GFI workers’ competitive pay sought

The Kapisanan ng mga Manggagawa sa GOCCs at GFIs (KAMAGGFI) penned in an open letter their appeal to President Rodrigo Duterte to lift the suspension on Compensation and Position Classification System (CPCS).

The group said the objective of the CPCS is for government-owned and controlled corporations (GOCCs) and government financial institutions (GFIs) employees to have salaries on par with workers in the private sector.

However, the implementation of the policy was suspended in 2017 to give way for the reevaluation of allowances, salaries, and benefits of employees.

“Matatapos na lang po ‘yung term ni President Duterte, hindi pa po ito naaaprubahan until this time… Kami po, umabot na sa point na nauubusan na po kami ng pasensya sa kakaantay,” Virginia Cabonce of KAMAGGFI said. 

They said their salaries have been outdated due to the suspension, considering that CPCS is similar to the Salary Standardization Law that is being implemented in national government agencies.

“Hindi pa po aabot yata sa P100 ‘yung inincrease noong 2010. Kapag kinompyut po ninyo ‘yung kanyang basic pay, hindi po aabot sa minimum wage ng private sector. So ganoon po kababa,” Chris Seu of the group said. 

Malacaῆang on Tuesday (Aug. 24) said benefits of GOCC are subject to fund availability and their performance.

Presidential Spokesperson Harry Roque said in his press briefing that the government is studying the matter. 

“Well, iyan po’y pinag-aaralan pa sa ngayon ‘no at iyan naman pong mga bonuses at mga incentives na ‘yan ay nakadikit po ‘yan ‘no doon sa tinatawag nating performance ng mga GOCCs at saka iyong availability of funds din,” he said. – Report from Karen Villanda/AG-rir
