Singson resigns from ICI

The Independent Commission for Infrastructure (ICI) on Wednesday confirmed the resignation of former Department of Public Works and Highways (DPWH) secretary Rogelio “Babes” Singson from the body.

“I would like to first announce the resignation of [former DPWH] Secretary Babes Singson or Commissioner Singson, effective December 15, 2025. But could be extended to December 31,” ICI Chairperson Andres Reyes Jr. said in a statement.

“He mentioned the very intense and stressful ICI work has taken its toll on his aging body,” he added.

Reyes said Singson resigned for health reasons and security “because he is not used to this kind of life.”

Cases recommended vs. Revilla, others

Meanwhile, the ICI recommended the filing of charges against former senator Ramon “Bong” Revilla Jr. and others in connection with anomalous flood control projects.

Aside from Revilla, others recommended to be charged were Maynard Ngu, Carleen Villa, Gerard Opulencia, Manny Bulusan, Ruel Umali, Gene Ryan Altea, Carleen Yap-Villa, J.Y. Dela Rosa, a certain Mrs. Patron, and Carlo Aguilar.

“Ang mga posibleng mga kaso ay direct or indirect bribery, corruption of public officials, plunder, and administrative sanctions, among others,” the ICI said.

The ICI added that it is also submitting new evidence, in addition to previous referrals, which may lead to more charges for former DPWH secretary Manuel Bonoan, former undersecretaries Catalina Cabral and Roberto Bernardo, former representative Zaldy Co, Commission on Audit Commissioner Mario Lipana, as well as former DPWH engineers Henry Alcantara, Brice Hernandez, and Jaypee Mendoza.

Because of the gravity of the allegations, the ICI said it is also recommending that Senators Francis Escudero and Mark Villar, and former senators Nancy Binay and Grace Poe-Llamanzares be referred to the Office of the Ombudsman for further investigative review and case build-up.
