SRI for gov’t workers, gratuity pay to JO, COS effective beginning Dec. 15

In recognition of their invaluable contributions and hard work in public service delivery, President Ferdinand R. Marcos Jr. has approved the release of a Service Recognition Incentive (SRI) to qualified government employees as well as the gratuity pay to contract of service (COS) and job order (JO) workers in government.

Under Administrative Order Nos. 39 and 40 dated Dec. 11, copies of which were publicized on Friday, the payment of the respective incentives shall be made not earlier than Dec. 15, 2025.

The President granted a one-time SRI of up to P20,000 for personnel working under the Executive branch, national government agencies, state universities and colleges (SUCs), and government-owned or -controlled corporations (GOCCs), whether holding regular, contractual, or casual positions.

Also entitled to the SRI are the military and uniformed personnel of the Armed Forces of the Philippines, Philippine National Police, Philippine Public Safety College, Bureau of Fire Protection, Bureau of Jail Management and Penology, Bureau of Corrections, Philippine Coast Guard (PCG), and National Mapping and Resource Information Authority.

Employees in the Judiciary, Senate, House of Representatives, Office of the Ombudsman, and constitutional offices vested with fiscal autonomy, as well as workers in local government units, including those in barangays and employees in local water districts may also receive an SRI subject to budget availability

Qualified employees to receive the SRI must still be in government service or have rendered at least four months as of Nov. 30, 2025. Those who have rendered less than four months of service as of Nov. 30 shall receive pro-rated SRI.

“The administration recognizes all government employees for their collective and invaluable contributions to the government’s continuing efforts in pursuing the objectives, commitments, targets, and deliverables under the Philippine Development Plan 2023-2028 and the President’s 8-Point Socioeconomic Agenda,” AO 40 stated.

Meanwhile, COS and JO workers who have rendered at least four months of satisfactory performance as of Dec. 15 are entitled to a gratuity pay not exceeding P7,000.

Those who are working in government for three months but less than four months will receive a gratuity pay not exceeding P6,000, while those who have rendered two months but less than three months will get an amount not exceeding P5,000.

COS and JO workers who have rendered less than two months will receive a gratuity pay not exceeding P4,000.

“Granting a year-end Gratuity Pay to COS and JO workers is a well-deserved recognition of their hard work and valuable participation in the implementation of various programs, activities, and projects (PAPs) of the government, and their pivotal role in the delivery of government services amidst the present socio-economic challenges,” AO 39 stated.

Both Orders take effect immediately following complete publication in the Official Gazette or in a newspaper of general circulation.
