TRB, sinagot ang umano’y “inaction” sa pagbibigay ng toll operation permit para sa Skyway Stage 3

Matapos maglabas ng pormal na pahayag ang San Miguel Corporation para ipaliwanag ang dahilan sa deleted tweet ng @SkywaySOMCO ukol sa nararapat na pagsasara ng Skyway Stage 3 ngayong ala-singko ng hapon hanggang makumpleto ang rampa nito, nilinaw ng presidente nito na si Ramon S. Ang na nagkaroon ng hindi pagkakaunawaan ang kanilang infrastructure unit at Toll Regulatory Board.

“Basically, TRB is insisting that Skyway 3 cannot start full operations and collect toll until all ramps are 100% complete. Our supplemental toll operation agreement states that we can start collecting at 95% completion – we are now 97% complete. We need sufficient funds for the toll road’s daily maintenance, proper long-term upkeep and to keep it safe and efficient for the motoring public. As Skyway 3’s losses have been mounting because TRB keeps delaying the start of toll collection, the quickest way for our infrastructure unit to speed up 100% completion of the ramps would have been to close Skyway 3.”

Giit naman ng TRB, may proseso para makamit ang substantial completion ng Skyway Stage 3 para tuluyan nang makapaningil ng toll fee ang San Miguel Corporation.

Ayon sa Spokesperson ng TRB na si Julius Corpuz, “There is a process, one of the requirements is yes number 1 is for substantial completion to be issued is atleast the project is 95% completed and it appears sa latest information 97 na nga yata ang kanilang claim. And that is being validated by the TRB. Number 2 the other qualification is, it must have been built in accordance with the plans and specifications. Number 3, it must be safe. And it appears safe naman. And number 4 it is commercially operable. Ayun yung substantial completion. Yung commercially operable in fact they are still installing yung toll collection system.”

Pinabulaanan rin ng ahensya ang umano’y kakulangan nila ng aksyon para maibigay na ang toll operation permit nito.

Katunayan ayon sa TRB, masusi itong pinag-aaralan lalo na’t marami ang nabago sakanilang ginawang proyekto.

“They filed petition some time late of 2020 if I can recall. Alam mo hindi rin ganon kadali kailangan mo rin suriin yung laman ng petition, kailangan mo rin tignan kung tama ba yung allegations nila. Ang hindi madali na ganon na gawin yung pagsusuri at pag-aaral ng mga toll fees. Lalo na’t maraming pagbabago kasi ang nangyare dito sakanilang project. Hindi ito yung kung ano yung basic plan natin noon iyun ang nasunod, hindi. Marami kasing pagbabago. ‘Yun naman alam nila na sinusuri baka ito ngang darating na mga araw, baka magrecommend na ang TRB management on the possible toll rates that may be collected,” ani Corpuz.

Ika-14 ng Enero 2021 nang pormal na buksan sa mga motorista ang Skyway Stage 3 at dalawang buwan na itong nadadaanan ng libre.

Kinumpirma rin ng SMC na mananatiling bukas sa ngayon ang Skyway Stage 3 para sa mga motorista.
