Department of Justice (DOJ) Menardo Guevarra ordered the halt on the release of foreign ex-convicts under the Good Conduct Time Allowance (GCTA) Law while the rules on Persons Deprived of Liberty who committed heinous crimes are being reviewed. This includes the three Chinese drug convicts now under the custody of the Bureau of Immigration.
