Alleged “GCTA for sale” scheme, revealed to the Senate

The “release for sale” scheme was exposed at the Senate after a witness testified how families of inmates have been offered the early release of their relatives from prison under the Good Conduct Time Allowance Law in exchange for a sum of money. Allegedly involved are a certain “Mabel” and BuCor Division Chief Ramoncito “Chito” Roque who was present and positively identified at the Blue Ribbon Committee hearing.
