Convict released under GCTA surrenders to authorities

Upon hearing of President Rodrigo Duterte’s directive that inmates convicted of heinous crime and released under the Good Conduct Time Allowance Law must surrender to authorities, one convict has turned himself in. According to NCRPO Chief Eleazar, those who do not comply within the 15-day period given by the President will be considered fugitives, and will be arrested
