DILG-NAPOLCOM probe on Albayalde may be finalized next week

The Department of the Interior and Local Government (DILG) and National Police Commission (NAPOLCOM) are set to release the findings of their joint investigation before the retirement date of former Philippine National Police (PNP) Director General Oscar Albayalde on November 8, 2019. NAPOLCOM Vice Chairperson Rogelio Casurao said that the report may be finalized next week upon careful review of evidence and testimonies on hand regarding the alleged anomalies faced by the ex-PNP chief. Albayalde resigned from his post last week and went on non-duty status until the day of his retirement.

If proven that he had any participation in the “ninja cops” issue and 2013 Pampanga drug raid, an administrative case may be filed against him. If charges will be filed before his retirement, his monthly pension will be temporarily withheld in the course of the legal proceedings. If the case results in dismissal, he will be ineligible for the said retirement benefit.

Upon submission of the report, higher authorities would decide on the course of action. Casurao pointed out that NAPOLCOM’s authority to file charges will have to depend on the decision of he President.
