Nograles: LGUs still required to extend aid as DSWD leads distribution

Cabinet Secretary and IATF Spokesperson Karlo Nograles clarified on Thursday that local government units (LGUs) must continue extending assistance to constituents, following President Duterte’s order on DSWD to lead aid distribution.

Nograles explained LGUs have their own quick response fund which have been their source of fund for the past two weeks. What President Duterte mentioned comes from the Social Amelioration Program that uses national government funds under the Bayanihan Act.

Meanwhile, the Cabinet Secretary mentioned new directives of the IATF on the implementation of the enhanced community quarantine in Luzon:

“Supermarkets, public and private wet markets, grocery stores, agri-fishery supply stores, pharmacies, drug stores, and other retail establishments engaged in the business of selling basic necessities are strongly encouraged to extend their store operations to a maximum of twelve (12) hours. LGUs are directed to allow such establishments to operate pursuant to the foregoing. Provided that in the operation of wet markets, LGUs are encouraged to adopt reasonable schemes to ensure compliance with strict social distancing measures.”

He added that small businessmen who are renting commercial spaces are given a 30-day grace period “without incurring interests, penalties, fees, and other charges.”

He said the welfare of people has always been their priority when finalizing new orders, and has required everyone to use any kind of face masks when going outside to further quell the spread on COVID-19. – Report from Mela Lesmoras
