DILG: 4Ps beneficiaries don’t need SAC forms; 3.7 million 4Ps families have already received their subsidy though their ATM cash card accounts

The Department of the Interior and Local Government (DILG) today said that beneficiaries of the 4Ps (Pantawid Pamilyang Pilipino Program) do not need to fill out Social Amelioration Card (SAC) forms because their cash subsidies under the Social Amelioration Program Bayanihan Fund has been directly credited to their account.

The DILG said that the government’s emergency subsidy has already been credited to the ATMs of 3.732 million family-beneficiaries of the 4Ps all over the country for a total disbursement of P16.347 billion pesos from the P200 billion allocated under the Bayanihan Act.

“Hindi na kailangan pang magfill out ng SAC form ang 4Ps dahil sila ang pinrioritize ng pamahalaan at makukuha na nila ang kanilang cash subsidies sa kanilang ATM,” said DILG Secretary Eduardo M. Año.

The DILG Secretary said that the 4Ps beneficiaries are ahead in receiving the SAP Bayanihan Fund support through the system set up by the Department of Social Welfare and Development (DSWD) in releasing financial subsidies for 4Ps. “So tama po ang balita na di nyo na kailangan ang SAC forms sa kadahilanang mauuna kayong makatanggap ng SAP Bayanihan Fund,” he said.

For 4Ps beneficiaries without cash card accounts, funds have been downloaded to the DSWD regional offices to facilitate the pay-out to family beneficiaries via manual means. The DSWD is now coordinating with Local Government Units in those areas for the scheduled release of their emergency subsidy in their localities.

“The urgent matter now is to ensure that the other low-income families qualified under the SAP will be able to fill out the form and comply with the DSWD requirements so they too can avail of the government support intended for them,” Año said.

Año said that based on information from the Department of Social Welfare and Development (DSWD), 4Ps beneficiaries from the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) can start withdrawing from their cash cards today (April 6, 2020) for the financial subsidy under the SAP Bayanihan Fund.

Yesterday (April 5), poor families who are 4Ps beneficiaries from CALABARZON, MIMAROPA, Regions 8, 10, 11, 12 and CARAGA also received their cash aid through their Landbank ATM cash cards while 4Ps members from Regions 5, 6, 7 and 9 also got their financial subsidies last April 4.

The first wave of cash subsidies was released last Friday (April 3, 2020) to 4Ps from the National Capital Region, Cordillera Administrative Region, and Regions I, II, and III.

“Patunay po ito ng pagkalinga at pagmamalasakit ng pamahalaan sa gitna ng public health emergency na dinaranas natin ngayon. Kaya kapit lang po at dalangin nating lahat na matapos na ang masamang panaginip ng COVID-19,” said Año.

The DSWD also said the cash aid is on top of the regular financial subsidy being received by the 4Ps in the form of cash and rice allowance.

In Pasay City, some 161 members out of the 3,981 members of the Tricycle Operators and Drivers Association Federation of Pasay City also received P8,000 cash assistance each under the SAP Bayanihan Fund.
