13 inmates escape from Caloocan custodial facility, 1 arrested

Authorities arrested 1 out of the 13 inmates who escaped from the custodial facility in Caloocan in the wee hours of Thursday.

According to the police, 15 persons deprived of liberty (PDLs) broke out of the facility after breaking down its wall at 1:00 am.

2 PDLs were caught shortly after the incident while the other one was captured at 8:00 am. The escapees are facing charges related to illegal drugs and illegal possession of firearms.
Police believe that the escape has been planned. Caloocan City Police Chief Police Colonel Dario Menor disclosed that the inmates used a concrete nail and stone to break the wall. Menor also disclosed that 2 of the PDLs have tested positive in the rapid test but tested negative in the swab test.

The custodial facility is used to temporarily detain PDLs scheduled to be transferred to the Bureau of Jail Management and Penology (BJMP) for custody. This will not be used while the investigation is ongoing. 16 other PDLs will be transferred to another facility for the meantime.

Meanwhile, the two cops on duty at the time of the escape may be facing criminal and administrative charges.

According to NPD District Director Police Brigadier General Rolando Ylagan, the on-duty officers have been relieved and that a pre-charge investigation is being conducted. National Capital region Police Office (NCRPO) Chief Police Major General Debold Sinas has given a directive to go after the escapees. The Caloocan Police is requesting the public to immediately report any information regarding the PDLs at large. – Report from Bea Bernardo
