The Anti-Red Tape Authority (ARTA) on Friday conducted an orientation for the User Acceptance Testing of the Phase 1 features of the Philippine Business Regulations Information System (PBRIS) and the Anti-Red Tape Electronic Management Information System (ARTEMIS).
A total of 62 representatives from priority National Government Agencies (NGAs) and Local Government Units (LGUs) were given access to the Phase 1 versions of the said systems.
This is to gather their inputs and recommendations to ensure that the PBRIS and ARTEMIS work as specified during the Functional Specification Workshops conducted last year.
Among the attendees were representatives from the Bureau of Customs (BOC), Bureau of Internal Revenue (BIR), Civil Aviation Authority of the Philippines (CAAP), Department of Agrarian Reform (DAR), Department of Foreign Affairs (DFA), Department of Information and Communications Technology (DICT), Department of Labor and Employment (DOLE), Department of Social Welfare and Development (DSWD), Department of the Interior and Local Government (DILG), Department of Tourism (DOT), Department of Trade & Industry (DTI), Home Development Mutual Fund (HDMF), National Economic and Development Authority (NEDA), Philippine Statistics Authority (PSA), Professional Regulation Commission (PRC), Social Security System (SSS), and the Quezon City Government.
The PBRIS is being envisioned as a web-based platform providing real-time access to the regulatory management system and regulations relevant to the public.
Upon its full development, the PBRIS will facilitate all features of the Regulatory Management System.
Meanwhile, ARTEMIS is an online system conceptualized by ARTA to facilitate the submission and viewing of Citizen’s Charters yielding a real-time on-demand database of all government services.
Once completed, ARTEMIS will facilitate the standardization of Citizen’s Charters, will enable government service reengineering through business process management features, and will allow citizens to access and download the Citizen’s Charters of all government agencies.
“We are now in the home stretch of this administration and we would like to believe that before this administration ends, we would be able to set in place all the infrastructure needed so that the incoming administration, (it) will be easier for them to just continue the programs and initiatives that has been started with this administration,” said Undersecretary Ernesto V. Perez, ARTA Deputy Director General for Operations.
The User Acceptance Training will be carried out until July 28 and feedback from the participating agencies will serve as reference to the developers in improving the system functionalities, in preparation for the official roll-out of the systems later this year.
