ARTA orders 2 QC barangay executives to explain reported ‘no vaccination card, no quarantine pass’ policy

Two barangay executives in Quezon City have been directed to explain their reported requirement of vaccination card from their constituents asking for quarantine pass, the Show Cause Orders (SCOs) of the Anti-Red Tape Authority (ARTA) showed. 

ARTA sent Barangay Quirino 2B chairman Ritchie Poblacion and Barangay Central chairman Rosa Magpayo copies of the SCOs to their official email addresses and Facebook accounts on Saturday evening.

In the SCOs, Poblacion and Magpayo were given  seven (7) days from the receipt thereof why no administrative or criminal case should be filed against them. 

The Authority argued that the two village officials’ alleged directive banning their residents to get quarantine passes without vaccination cards runs counter to the Memorandum dated 1 August 2021 issued by Quezon City Mayor Joy Belmonte prohibiting such policy.

Section 21 (a) and (b) of Republic Act no. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 also notes that government officials and employees refusing to accept application or request with complete requirements being submitted by an applicant or requesting party without due cause; and imposing additional requirements other than those listed in Citizen’s Charter shall be held liable. 

Should Poblacion and Magpayo fail to provide their answers within the prescribed period, ARTA warned in the SCOs the filing of charges against them in accordance with Sections 10, 17, and 21 of R.A. 11032. (ARTA) -rir
