ARTA to launch RIA to ensure government agencies’ proper service to public

The Anti-Red Tape Authority (ARTA) is set to launch the Regulatory Impact Assessment (RIA) to ensure the proper service given by the government agencies to the public.

In the Laging Handa public briefing on Tuesday (Oct. 26), ARTA Undersecretary Ernesto Perez explained that the RIA is a systematic way where all regulation of the government agencies will undergo an assessment.

He said the RIA aims to ensure that the public will not have a hard time or spend additional costs in processing their needed documents.

“Ito po ay sistematikong proseso na niri-require ng ating batas under Section 5 kung saan lahat ng mga regulasyon at polisiya na ipinapatupad ng ating mga ahensya sa gobyerno ay dapat mag-undergo nitong tinatawag na Regulatory Impact Assessment para siguraduhin na ang kanilang regulasyon na ipinapatupad ay angkop at hindi nakakadagdag na pahirap at gastos sa ating taumbayan,” he said.

All government agencies under the executive branch, government-owned and controlled corporations (GOCCs), state universities and colleges (SUCs), and local government units (LGUs) are required to follow the agency’s new initiative.

Perez added that the agency will launch the RIA manual that includes all the elements, processes, methodologies, and evaluation that will provide the template on how to comply with the RIA manual on Oct. 28.

In relation to this, the ARTA will also implement a Report Card Survey that the public will respond to following their transaction with a certain government agency. It will be ARTA’s basis on the public’s experience in processing their documents and if the government agency implemented the Ease of Doing Business Law.

“Sa November 11 po magkakaroon ng soft launching ang Report Card Survey tapos magkakaroon po ng pilot run starting din sa November up to December. Pero ang complete rollout nito ay sa next year, 2022, bago po matapos ang Administrasyong Duterte by June 30 po,” Perez said.    Report from Kenneth Paciente/NGS-rir
