The southwest monsoon (habagat) and the low pressure area (LPA) being monitored inside the Philippine area of responsibility (PAR) are expected to dump heavy rains across Luzon, the state weather bureau said Thursday.

In its 11:00 a.m. heavy rainfall outlook, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said heavy to intense rains (100–200 mm) are likely to occur over Cagayan until Saturday, July 5, due to the LPA.

Moderate to heavy rains (50–100 mm) will also be experienced over Batanes, Apayao, Abra, Kalinga, and Ilocos Norte from Thursday until Friday, July 4.

As of 8:00 a.m., the LPA inside the PAR was spotted over the coastal waters of Calayan, Cagayan and has a “medium” chance to develop into a tropical depression in the next 24 hours. Once it becomes a tropical cyclone, it will be given the name “Bising”.

Meanwhile, the southwest monsoon will bring heavy to intense rains over Pangasinan, Zambales, Bataan, and Occidental Mindoro from Thursday until Friday.

Moderate to heavy rains are also expected in Metro Manila, Ilocos Sur, La Union, Benguet, Ifugao, Mountain Province, Tarlac, Pampanga, Bulacan, Rizal, Laguna, Cavite, and Batangas during the same period.

Heavy rainfall warnings up

Aside from its outlook for the next three days, PAGASA also issued heavy rainfall warnings in the following areas due to the habagat, as of 11:00 a.m. this Thursday:

Orange Rainfall Warning

  • Zambales
  • Bataan

Yellow Rainfall Warning

  • Metro Manila
  • Tarlac
  • Pampanga
  • Bulacan
  • Rizal
  • Cavite

Residents living in the above-mentioned areas are advised to be prepared (under orange warning) and alert (under yellow warning) for possible evacuation due to the threat of flooding.

Meanwhile, expect light to moderate with occasional heavy rains over Nueva Ecija, Quezon, Laguna and Batangas within the next three hours,” PAGASA added.
