Delivery complaints vs. couriers down 88% under DICT ‘Oplan Bantay Padala’

The Department of Information and Communications Technology (DICT) on Wednesday announced that complaints due to failed courier and delivery services have dropped by nearly 88% since January 2026.

Based on DICT data, PEMEDES-related complaints fell from 1,210 in January to 151 as of June 23, including monthly complaints declining to 692 in February, 350 in March, 182 in April, and 167 in May.

The DICT attributed the decline to the intensified reforms implemented in the Private Express and/or Messengerial Delivery Service (PEMEDES) sector, such as the rollout of the “Oplan Bantay Padala” and the PEMEDES Licensing Portal in January.

The said initiatives, according to DICT, gave consumers access to faster complaint resolution processes while providing streamlined compliance requirements and digital credentials for delivery personnel.

Developed by the DICT Management Information Systems Service (MISS), the PEMEDES Licensing Portal is the government’s official platform for regulating delivery services, providing riders and operators with a centralized system for registration, compliance tracking, and complaints monitoring.

On Tuesday, the agency launched Phase 2 of the PEMEDES portal, enhancing digital identity verification, automation, and regulatory monitoring for riders and operators.

The second phase likewise introduced the Messenger Work License (MWL) Virtual ID, with the help of the Philippine Statistics Authority’s (PSA) e-Verify system.

“Because of our digitization efforts, we make it easy for our couriers to comply with legal requirements,” DICT Undersecretary and Chief of Staff Atty. Faye Condez-de Sagon said, as quoted in a press release.

“This in turn enhances the trust of the people in the industry as we promote a reliable and effective ecosystem: isang regulatory mechanism na parehong pro-rider at pro-consumer,” she added.

The said programs are in line with President Ferdinand R. Marcos Jr.’s directive to advance digital transformation, strengthen public trust in digital services through responsive and efficient services, and improve ease of doing business through technology-enabled government systems.

The portal is accessible through register.pemedes.gov.ph.
