Duterte signs EO to expedite Marawi rehab

MANILA — As part of efforts to rehabilitate Marawi City, President Rodrigo R. Duterte has signed an executive order (EO) expediting the commencement of projects in the city’s affected areas.

Duterte signed on Monday Executive Order 49 “Exempting the National Housing Authority from the National Economic and Development Authority Guidelines on Joint Venture Agreements to Expedite the Implementation of Recovery, Reconstruction, and Rehabilitation Projects in the Most Affected Areas of Marawi City.” 

The order underscored the “urgent” need to exempt the NHA from the coverage of the NEDA Guidelines of JVAs.”

It is meant to simplify documentary requirements and procedures to hasten the start of rehabilitation projects.

Moreover, it stated that all JVAs to be entered into by the NHA shall comply with guidelines which the NHA shall formulate and issue under the supervision of the HUDCC in consultation with the NEDA, the Public-Private Partnership, and the Department of Budget and Management.

Rehabilitation efforts in Marawi City are currently being undertaken by the national government agencies led by the Housing and Urban Development Coordinating Council (HUDCC) with the NHA as an attached agency.
