De Castro complied with JBC SALN requirement

MANILA — Supreme Court Associate Justice Teresita Leonardo-De Castro on Monday showed certification from the Judicial and Bar Council (JBC) that she has submitted more than the required copies of Statement of Assets, Liabilities and Net Worth (SALN) when she applied for the Chief Justice post in 2012.

In a statement issued by the SC-Public Information on Monday, the JBC issued a certification confirming that they have on their file photocopies of De Castro’s SALN from 1997 to 2011 or a total of 15 SALNs, which is more than the 10 SALNs required by the JBC.

The certification was signed by Court Attorney IV Jenifer M. Cabrillo-Salvador and noted by retired Associate Justice Jose Catral Mendo, now JBC Executive Committee Chairperson.

Last Friday, acting Chief Justice Antonio Carpio also made public a certification from the JBC stating he has submitted a total of 14 SALNs.

Carpio and De Castro made public the certification after Chief Justice Maria Lourdes Sereno on her comment to the quo warranto petition filed against her that there were 13 other applicants for the position in 2012 who did not submit complete number of SALNs as required by the JBC.

Sereno said the other applicants for the Chief Justice post in 2012 also did not submit complete SALNs — retired Associate Justices Roberto Abad and Arturo Brion, Senior Associate Justice Antonio Carpio, Associate Justice Teresita Leonardo-De Castro, lawyers Raul Pangalangan and Amado Valdez, as well as Congressman Ronaldo Zamora.

Except for Pangalangan and Valdez, all the others were shortlisted together with Sereno. (PNA)
