Albay solon files bill extending brgy eligibility to SK kagawads

LEGAZPI CITY —Representative Joey Salceda (2nd District, Albay) filed House Bill No. 7719 which seeks to extend barangay officials’ eligibility (BOE) up to the Sangguniang Kabataan (SK) kagawads.

Salceda on Thursday said “The BOE shall be considered appropriate for appointment to first level positions in the career service, except positions covered by board laws and/or those that require other special eligibilities as determined by the Commission, or those that require licenses”.

“Right now, the BOE is granted to the following Barangay Officials based strictly on completion of term of office: Elective Barangay Officials: Punong Barangay/Barangay Captain, regular Sangguniang Barangay Members, and Sangguniang Kabataan Chairmen; and Appointive Barangay Officials: Barangay Treasurers, and Barangay Secretaries who were appointed by the duly elected Punong Barangay,” Salceda added.

Salceda explained that his reason to file the bill is the age requirement is now virtually the same – 18-above for barangay officials and 18-24 for SK kagawads.

“The higher purpose of this bill is to fortify the participation of the youth in nation building which promotes and protects physical, moral, spiritual, intellectual and social being and inculcate the value of patriorisim, nationalism and other desirable values, and encourages thier involvement in public and civic affairs,’ Salceda said.

Under the bill, the act shall be known as Sangguniang Kabataan Barangay Official Eligibility (BOE) Act.

The BOE shall be granted to the following SK Barangay Officials based strictly on completion of term of office of the elective SK Barangay Officials such as the SK Chairman, regular SK Members.

The date of effectivity of the BOE shall be the date of approval of an application by the CSC Regional Office (RO) concerned.

Salceda said the filing of application for the grant of BOE for elective and appointive SK barangay officials shall be after the completion of their term of office and it shall be within two (2) years from the completion of the term of office. (Connie Calipay/PNA)
