Team to oversee construction of waste-to-energy facilities in Davao

DAVAO CITY – Davao City Mayor Sara Duterte-Carpio has created a project management team for the construction of the waste-to-energy (WTE) facilities,  one of the this city’s solid waste management projects.

A joint project of the city government and the Japan International Cooperation Agency (JICA), the Waste-To-Energy (WTE)  Project Management Team (PMT) is composed of Assistant City Administrator for Administration Tristan Dwight Domingo as project manager, Engr. Elisa Madrazo as assistant project manager, and other members of the local government.

“JICA granted the authority to Nippon so conduct the study on the WTE. Incidentally, Nippon also has an experience in building a WTE facility in Japan,” Domingo said in an interview on Tuesday, referring to Nippon Steel and Sumikin Engineering Co., Ltd.

A feasibility study on the application of the Japanese Technology on solid waste management was conducted by the PMT prior to the project proposal from Nippon.

Nippon provided a project development plan for the construction of the WTE, including possible project development schemes and financing measures.

On March 20, the Japanese and Philippine Government signed an Exchange Notes, whereby the former extended a grant of ¥5,013 billion to fund the implementation of the project in Davao City.

“As of the moment, the Japanese Government is waiting for the signing of the Agent Agreement between the Japanese Government and the Department of Finance,” Domingo said.

“As soon as it is signed, the crown agents, which are the designated Japanese counterpart, will sit down with the PMT to start the talk in hiring the third party consultants,” he added.

Solid waste management is one of the 10 priority agenda of Dutetre-Carpio to help develop the waste management of the city.
