MANILA — The Quezon City local government is batting for a humane relocation plan for informal settler families (ISFs).
The Quezon City Council on Wednesday passed a resolution for the prevention of further forced eviction of the city’s ISFs. To date, the city has 15,022 ISFs.
The Council approved City Resolution 7528-2018, authored by Councilor Marivic Co-Pilar, for the approval and adoption of the Formulated Relocation and Resettlement Action Plan (RRAP) for ISFs under the city’s Local Inter-Agency Committee’s Likas Program.
The resolution said “it aims to ensure safe, affordable, decent and humane relocation through the RRAP’s People’s Plan mechanisms and processes.”
The RRAP refers to a relocation and resettlement that already underwent a process of consultation with the government and non-government stakeholders and the affected families and/or parties.
The formulation of RRAP aims to identify immediate, medium and even long-term targets, resources, integrate/synchronize institutional arrangement to ensure a well-coordinated and timely relocation, delivery of services, facilities and management of resettlement projects.
The resolution said “the process shall be in accordance with Commission on Human Rights Advisory on the Right to Adequate Housing and Humane Treatment of Informal Settlers as well as Department of the Interior and Local Government (DILG) Memorandum Circular 2008-143, 2009-05, 2010-134 and 2011-182.”
The DILG circular is in accordance with Republic Act 7279, or the “Urban Development and Housing Act of 1992”, particularly Section 28 of the law.
The members of the Local Inter-Agency Committee of Quezon City issued a manifesto adhering to the terms of agreement reached during the RRAP formulation for the city’s more than 15,000 ISFs, whose houses are within the three-meter easement of waterways, as well as law-defined danger areas.
