MANILA – The Department of Trade and Industry (DTI) has been asked to fast-track the issuance of the Implementing Rules and Regulations (IRR) of Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
According to the Presidential Anti-Corruption Commission (PACC), some businessmen have expressed dismay over the delay in the issuance of the IRR.
“Hence, the commission’s appeal for the agency not to incur more delay,” the PACC said in a press statement shared to Palace reporters.
“While we understand that the DTI needs to conduct consultations and address some complexity in the law, time is of the essence here,” it added.
Under RA 11032, the DTI and other concerned government agencies, particularly the Civil Service Commission, have only 90 working days to promulgate the necessary rules and regulations.
“We need not tell our fellow workers in government that delays in the processing of permits and other official documents create opportunities for corruption,” the PACC said.
President Rodrigo Duterte signed into law RA 11032 in the presence of Congress leaders in Malacañang on May 28 this year.
The law amended the Anti-Red Tape Act of 2007, seeking to make the process of establishing and running business in the country easier and more efficient.
It will apply to all government offices and agencies, including local government units (LGUs), government-owned or -controlled corporations and other government instrumentalities, whether located in the Philippines or abroad, that provide services, covering business and non-business related transactions.
Duterte said the new law will address the perennial problem of bureaucracy and “will finally spare our people from the intolerable waiting time and long lines in frontline government agencies.”
Under the law, government agencies should process simple transactions within three to seven days and highly-technical transactions in 20 days. (Jelly Musico/PNA)
