Changi-led consortium bags Clark O&M

MANILA — The consortium led by the operator of Singapore’s Changi International Airport has bagged the operations and maintenance (O&M) contract for Clark International Airport.

On Thursday, Bases Conversion and Development Authority (BCDA) announced that it awarded Clark airport’s O&M contract to North Luzon Airport Consortium (NLAC) composed of Changi Airport Philippines Pte. Ltd., Filinvest Development Corp., JG Summit Holdings, Inc., and Philippine Airport Ground Support Solutions, Inc.

During the bidding last month, only two groups submitted their proposals — NLAC, which ended up winning the contract, and X-Droid Consortium, which is led by Indonesia’s Angkasa Pura II, with Globalport 900, Mazy Capital, and Desco.

“NLAC’s financial bid offer of 18.25 percent annual gross revenue percentage share is almost twice the minimum rate set at 10 percent as approved by the NEDA (National Economic and Development Authority) Board,” BCDA said.

The O&M contract involves the management and operation of Clark airport’s existing terminal and the New Terminal Building.

“Upon award, within 180 days, our target is to turn over the existing terminal. Because the new terminal is due for opening in June 2020,” BCDA Senior Vice President for Business Development and Operations Joshua Bingcang told reporters in a previous interview.

“[W]e want already the O&M concessionaire to be on board to avoid interface issue, risk with EPC (Engineering, Procurement, and Construction) contractor,” he added.

According to Clark International Airport Corp. (CIAC) President Jaime Melo, passenger arrivals in Clark airport hit a record-high of 2.5 million this year, its highest for the past 23 years.
