Add’l FOI criteria included in eligibility to FY 2018 bonus

MANILA — The Inter-Agency Task Force on the Harmonization of National Government Performance Monitoring, Information and Reporting Systems recently released the guidelines on the grant of the Performance-Based Bonus (PBB) for Fiscal Year (FY) 2018, approved and signed by Budget Secretary Benjamin Diokno.

As part of the FY 2018 Performance Targets (Section 6.5.b), departments and agencies are instructed to comply with the enhanced Freedom of Information (FOI) program requirements for increased efficiency in providing public services.

Aside from the duly-signed FOI Manuals, agencies are now required to publish their information inventories and FOI reports for 2017 and 2018 through their respective Transparency Seal pages. In addition, a functional FOI logo linked to the electronic FOI portal (www.foi.gov.ph) should now be visible and accessible in the website homepages of the agencies.

This is in line with the efforts of the FOI-Project Management Office (FOI-PMO) to strengthen the implementation of the program not just in the compliance to FOI Manual submissions, but also in monitoring and evaluating agency performance in delivering the mandates of Executive Order No. 2 s. 2016.

To further support agencies in the validation process, the FOI-PMO will issue a Memorandum Circular by June 2018.
