The Philippine Army (PA) on Thursday belied allegations circulating on social media that those killed during an encounter with military troops in Toboso, Negros Occidental over the weekend were not New People’s Army (NPA) insurgents but civilians.
“Recent claims circulating on social media that those killed in the encounter in Toboso, Negros Occidental were merely researchers, journalists, student leaders, and social workers—and that the PA violated human rights and International Humanitarian Law—deserve closer scrutiny rather than outright acceptance,” said PA spokesperson Col. Louie Dema-ala in a statement.
Dema-ala said the public should not oversimplify complex security incidents or prematurely assign blame without verified facts. He said human rights violations are serious and should be examined through proper legal and institutional processes—not trial by social media.
Dema-ala stressed that any loss of life is deeply concerning and warrants proper investigation.
He said PA troops showed steadfast commitment to their mission and dedication to duty.
“Their adherence to International Humanitarian Law and utmost respect for human rights stand as a testament to the professionalism and honor that define the PA soldier,” he added.
Earlier, the Armed Forces of the Philippines (AFP) confirmed that an armed encounter occurred last April 19 in Barangay Salamanca, Toboso, Negros Occidental between troops of the 79th Infantry Battalion, under the 303rd Infantry Brigade, 3rd Infantry Division, and members of the NPA in the Northern Negros area.
Government forces engaged the group at approximately 3:58 a.m., resulting in 19 members of the armed group being neutralized, including identified leaders, and 24 firearms being seized.
“The AFP underscores that the operation was conducted in accordance with established rules of engagement and with full regard for civilian safety. In close coordination with local government units and partner agencies, affected residents were safely evacuated at the height of the encounter and have since returned to their communities. The AFP continues to work hand-in-hand with local authorities to ensure security, stability, and the swift restoration of normalcy,” it added.
Likewise, the AFP called on all remaining NPA members to abandon the armed struggle and choose the path of peace.
“Lay down your arms, return to your families, and take part in building your communities as productive members of society. The AFP remains steadfast in its mandate to protect the Filipino people and support lasting peace and development in partnership with all stakeholders,” the AFP stressed.
