The Anti-Red Tape Authority (ARTA), together with key agencies, will work on the Philippine Statistics Authority’s (PSA) data-matching system to boost the data-sharing practice among government agencies.
ARTA Director-General Sec. Jeremiah Belgica earlier requested a meeting with the PSA to work on the sharing of birth, death, and marriage data and other information among relevant government agencies via online platforms.
“Isa po sa cornerstone ng streamlining initiative ng kahit anong pamahalaan na nagpapabilis ng kanilang pagproseso ay ang pagbibigay ng datos sa pamahalaan sa pagproseso ng kanilang mga dokumento at pagbibigay ng datos sa kanilang karatig na ahensya,” he said during the meeting on July 15.
“Importante talagang mapag-usapan natin, lalo na sa final stage ng termino ng ating Pangulo. Lalo niya pong pinapabilis sa atin ang pinapagawa,” he added.
Marizza Grande of the PSA Civil Register Maintenance and Development Division (CRMDD) said the agency already has existing agreements with other agencies and a data matching scheme where concerned agencies can check the records they need.
The PSA also provides monthly updates to concerned agencies.
Belgica said ARTA will form a small working group with PSA, the National Privacy Commission (NPC), and the Department of Information and Communications Technology (DICT) to focus on improving the data-matching system.
NPC Chairman Raymund Liboro, who was also present at the meeting, recommended the drafting of a Data-Sharing Agreement and Model Contract Laws, which states the liabilities and responsibilities of agencies sharing data. This will also enable a single sign-on of data from the public.
The ARTA chief also suggested the sharing of data collected through the National ID System among relevant government agencies.
“Contrary to the many wrong notions on the campaign of the government on the National ID System… it would even protect because ang mga datos patungkol sa iisang tao ay nakatago lang sa iisang tao,” he said.
“Having a single repository of this confidential info or personal info about you will hasten e-security,” he added.
Belgica also called on other concerned agencies to support PSA in the sharing and provision of pertinent data. (ARTA) – jlo
