ASEAN, China complete first draft of COC on South China Sea

Foreign Affairs Secretary Teodoro Locsin Jr. reported that the first draft of the  Code of Conduct (COC) in the South China Sea has been completed during a speaking engagement at the Asia Society Policy Institute in New York City. Locsin said that China softened its insistence on controversial provisions excluding military presence in the strategic waters. The Foreign Affairs Secretary added that the Chief Executive himself asked the state parties to rush the negotiations and the talks went smoothly thereafter.
