Authorities probing alleged hazing in PNPA

The National Police Commission (Napolcom) will form a task force to investigate an alleged hazing incident in the Philippine National Police Academy (PNPA) involving several cadets.

Three cadets were reportedly taken into custody for allegedly hazing some 20 underclassmen inside Barracks 2 of the PNPA on April 3. The victims sustained burns from muriatic acid and drain cleaner chemicals.

In a statement Friday, Napolcom Vice Chairperson and Executive Officer Commissioner Rafael Calinisan condemned the incident, calling it “alarming” and “a blatant violation of the law, a direct affront to human dignity, and absolutely intolerable.”

He stressed that the academy, which molds future leaders of the PNP, should uphold discipline anchored in respect for human rights and the rule of law.

“The commission of hazing within its ranks represents a breakdown of discipline, leadership, and institutional accountability,” Calinisad said. “There is no justification, no excuse, and no tolerance for such acts.”

According to the commissioner, establishing a task force focused on the hazing probe will ensure accountability for all individuals found to have direct or indirect involvement in the incident.

He also warned that officials who failed to enforce discipline and protect cadets would face investigation and be held accountable.

“We will not allow a culture of violence, impunity, or institutional failure to take root in an academy meant to produce the very guardians of the law. This is a line that has been crossed-and it will be dealt with decisively,” Calinisad said.

PNP Chief PGen. Jose Melencio Nartatez Jr., meanwhile, ordered a sweeping internal cleansing in the PNPA, stressing that the PNP will not protect, tolerate, or excuse any act of hazing or abuse.

In a statement, the country’s top cop noted that the PNP enforces a “strict and unwavering zero-tolerance policy” against hazing and all forms of maltreatment.

He assured that while due process will be observed, there will be no cover-up and no leniency in the pursuit of justice and accountability.

“Those found responsible will face full legal accountability, administrative sanctions, and the loss of the privilege to serve in the institution,” Nartatez Jr. said.

“Command responsibility shall be strictly applied. Any lapse in leadership, supervision, or discipline will be addressed accordingly under existing rules and regulations.” (with report from Ryan Lesigues / PTV News)
