BCDA relocates to Clark

MANILA — The Bases Conversion and Development Authority (BCDA) is transferring its headquarters to the Clark Freeport and Special Economic Zone (CSEZ) “to closely monitor and supervise” major projects in Central Luzon.

It announced Tuesday that it inaugurated its new office located at the 9th floor of One West Building, Clark Green City.

BCDA has now joined the Department of Transportation (DOTr) in relocating their head offices from Metro Manila to Clark, as part of the government’s move to decongest the National Capital Region (NCR).

Last April, Department of Public Works and Highways (DPWH) Secretary Mark Villar said his office will move to Clark by 2020.

“The move is a response to President Duterte’s plan to decentralize state offices in Metro Manila and solve the congestion problem in the capital,” said BCDA President and Chief Executive Officer Vivencio Dizon.

The BCDA president’s office, along with the Business Development and Operations Group as well as Project Offices, has already moved to Clark.

But its office in Bonifacio Global City (BGC) in Taguig City is still operational and hosts its Finance and Support Groups.

“The transfer to Clark enables BCDA to closely monitor and supervise its big-ticket projects like the Clark International Airport and New Clark City,” Dizon said.

Construction in New Clark City is ongoing, in particular the PHP13.7-billion Phase 1-A of the National Government Administrative Center (NGAC).

The NGAC Phase 1-A involves building of sports facilities and athletes’ dormitories for the 30th Southeast Asian Games as well as office building and government housing.

By December, BCDA targets to award the operations and maintenance (O&M) contract to the winning bidder for the PHP5.61-billion Clark International Airport Expansion Project and O&M Public-Private Partnership (PPP) Concession.
