Chinese bizman in P6.4-B shabu haul barred from leaving PH

MANILA — The Bureau of Immigration (BI) prevented a Chinese businessman from leaving the country after he was placed on an immigration lookout bulletin order (ILBO) over his involvement in the PHP6.4-billion shabu shipment seized last May.

BI Spokesperson Antonette Mangrobang, said Chen Ju Long, a.k.a. Richard Tan, was about to leave the country for Shanghai Pudong via China Eastern Air Flight No. 5046 at the Clark International Airport in Pampanga early Thursday.

“At about 3 a.m. today (Thursday), BI personnel in Clark intercepted Richard Tan @ Chen Ju Long, subject of ILBO, in connection with the 604 kilos of shabu,” she said in a statement.

An ILBO will not automatically prevent the subjects from leaving the country — unlike a hold departure order issued by trial courts — but it will require them to ask permission first from the Department of Justice before they can be allowed to leave the country.

Tan, along with 10 others, are facing charges of violating Section 4 of Republic Act No. 9165, otherwise known as the Comprehensive Dangerous Drugs Act of 2002, filed by the Philippine Drug Enforcement Agency for allegedly facilitating the import of the shabu shipment. (PNA)
