Compliance to ‘Ease of Doing Business’ a requirement for PBB

ILOILO CITY — Government offices eligible for the Performance-Based Bonus (PBB) have to make sure that they have revisited their respective Citizen’s Charter to make it compliant with Republic Act 11032 or the “Ease of Doing Business and Efficient Government Service Delivery Act”.

Civil Service Commissioner Alicia dela Rosa Bala said their compliance to the law and how they responded to issues or complaints lodged at the Contact Center ng Bayan (CCB) will be part of the requirements to avail of the 2018 PBB.

“There must be proof to show that they have really re-engineered their systems and procedures,” she said during a press conference for the two-day Regional Conference of Human Resource Practitioners in Western Visayas, in this city which ended Friday.

“The Ease of Doing Business” took effect starting last June 17. While the Implementing Rules and Regulations (IRR) is being finalized, yet the “law has already been effective”, she said.

Bala said they have to take cognizance of the 3-7-20 rule, especially for those who are in the permits and licenses. The rule refers to the number of days documents should be released depending on the kind of transaction.

Three days would be for simple transactions, seven for complex and 20 days for highly-technical ones.

During the public consultation held in this city for the law’s IRR, the two-strike policy was also emphasized. This means that the first proven violation would result to a six-month suspension while the second offense means imprisonment and fine of PHP500,000 to PHP2 million, and forfeiture of benefits and perpetual disqualification from public service of persons involved.

The new law already covered all government transactions and not just frontline services, said Civil Service Commission in Western Visayas Director IV Rodolfo Encajonado.

The Citizen’s Charter was crafted under the Anti-Red Tape Act of 2007. It details all the frontline services of a government agency, including the step-by-step procedures, requirements, time and fees for the client’s target transaction.

Meanwhile, the PBB is a top-up bonus, which will be given to employees based on their contribution to the achievement of their department or agency’s targets and commitments. (Perla Lena/PNA)
