Dasma City bans manufacture, sale, use of firecrackers

DASMARIÑAS CITY, Cavite — For a safer celebration of the holidays and to minimize the risk of firecracker-related injuries and casualties, the city government of Dasmariñas will enforce a total ban on firecrackers and “boga”, an improvised cannon made of PVC pipe, bamboo and tin can, starting November 15.

In an advisory issued Tuesday, the ban is pursuant to City Ordinance No. 07-S-2018, which was approved last October 3 in support of the Duterte Administration’s campaign to regulate firecracker use and push for zero firecracker-related injury and casualty.

The city ordinance applies not only to the possession and use of firecrackers and “boga” but also to their manufacture and sale.

Banned are the piccolo, super lolo, whistle bomb, bawang, labintador, five-star, goodbye Philippines/earth, pla-pla, Judas’ belt/sawa, skyrocket/kwitis, baby rocket, pull-string, watusi, pillbox, other unlabeled firecrackers and any device with explosive compound and fuse wrapped in paper casing.

The city government shall also regulate pyrotechnic devices or “pailaw”, such as sparklers, luces, fountain, jumbo (both regular and special), mabuhay, roman candle, trompillo, airwolf, and butterfly.

Penalties for possessing and using firecrackers or “boga” will be confiscation for minors (below 18 years old), and a fine of PHP500 or imprisonment not exceeding one year for adults.

Those caught manufacturing any kind of firecracker or “boga” or those found holding fireworks display without permits will be slapped a fine of PHP 5,000 or less than a year of imprisonment. (Gladys Pino/PNA)
