DILG reminds LGUs to complete SAP, not to abuse power

The Department of Interior and Local Government (DILG) has reminded Local Government Units (LGUs) to immediately liquidate and submit the Social Amelioration Program reports to the Department of Social Welfare and Development (DSWD) after the payout.

According to the DILG, if the liquidation of the SAP is done faster, the LGUs will also receive the fund for the second tranche of the SAP sooner.

Meanwhile, the DILG prompts LGU and barangay personnel not to abuse their power in implementing the community quarantine guidelines after a violent incident in Quezon City occurred involving an ECQ violator and a Task Force Disiplina staff.

DILG Usec. Jonathan Malaya has stated that “cruel and inhumane punishments” are not the government’s policy, “hindi ito ang polisiya ng gobyerno. Ang polisiya ng gobyerno ay to apply the rule of law whenever necessary, and kailangan po ay walang cruel and inhumane punishments na gagawin ang ating persons in authority (This is not the policy of the government. The policy of the government is to apply the rule of law whenever necessary, and our persons in authority should not do any cruel and inhumane punishments).”

DILG Usec. For Barangay Affairs Martin Diño has also disclosed that 100 barangay chairmen in Metro Manila have been issued a show cause order for violating and failing to comply with the ECQ guidelines. – Report from Patrick de Jesus
