GCTA-released convicts have 1 day left to surrender

Inmates liberated under the Good Conduct Time Allowance (GCTA) Law only have until tomorrow (19 September 2019) to surrender. Pres. Rodrigo Duterte advised them to turn themselves in before the deadline. Otherwise, they will face warantless arrest as fugitives. Meanwhile, The Department of Justice stated that there are over 600 GCTA-freed convicts who already gave themselves up to the authorities.
