Granular lockdown to have 4 levels

In the aim to balance the public’s health and the country’s economy, officials said the granular lockdown set to be implemented in Metro Manila contains four levels.

The granular lockdown will be implemented in selected areas with a high number of COVID-19 infections. According to the National Task Force (NTF) against COVID-19 Spokesperson Restituto Padilla, the implementation of the granular lockdown is possibly the country’s “process of transitioning to a new normal.”

“So, it is perhaps our process of transitioning to a new normal na magbibigay ng daan how to live with the virus na ginagawa na rin ng ibang mga bansa. So hindi na natin pwedeng ilagay sa suspended animation ang buhay natin, ‘ika nga. Kinakailangan natin na makakuha tayo ng pagkakataon na mapayagan na mag-transition tayo dito sa tinatawag nating new normal.”

Four levels

The levels of the said lockdown to be implemented in a certain area will be based on the number of COVID-19 infections in the area.

The granular lockdown’s first level has the least restriction of all the levels and is the “new normal.”

In level 2, 50% capacity of establishments and activities are allowed while in level 3, only 30% capacity is permitted.

Level 4, the highest level, has the strictest restrictions where no resident mobility is allowed in the area including authorized persons outside of residence (APORs).

The NTF said it is still waiting for additional guidelines on the implementation of the granular lockdown. Despite some areas implementing the lockdown, the NTF’s technical team is thoroughly reviewing the advantages of the implementation of a granular lockdown in Metro Manila.

However, it was postponed due to the delay in the issuance of a comprehensive guideline. Padilla said on Wednesday (Sep. 8) the prepared guidelines have to be expanded to cover the questions and concerns of Metro Manila mayors.

“Iyong rollout ng pilot quarantine na ito ay madi-delay nang kaunti hangga’t hindi pa po na-ihahanda at na-idi-disseminate iyong mga guidelines na tinutukoy natin,” he said.
