MANILA — A Filipino fast food company topped the list of corporations with the highest number of workers employed under a labor-only contracting (LOC) scheme, the Department of Labor and Employment (DOLE) said on Monday.
In a press briefing, DOLE Secretary Silvestre Bello III said Jollibee Foods Corporation was on top of the 20 list of corporations with the most number of labor-only contracting workers at 14,960.
Dole Philippines was in second place with 10,521 affected employees, followed by PLDT, 8,310; Philsaga Mining Corporation, 6,524; General Tuna Corporation, 5,216; Sumi Phils Wiring Systems Corporation, 4,305; Franklin Baker Inc., 3,400; Pilipinas Kyohritsu Inc., 3,161; Furukawa Automotive Systems Phil Inc., 2,863; and Magnolia Inc., 2,248.
Also in the list are KCC Property Holdings Inc., 1,802; Sumifru Philippines Corp., 1,687; Hinatuan Mining Corporation, 1,673; KCC Mall De Zamboanga, 1,598; Brother Industries (Philippines) Inc., 1,582; Philippine Airlines and PAL Express, 1,483; Nidec Precision Philippines Corporation, 1,400; Peter Paul Phil Corporation, 1,362; Dolefil Upper Valley Operations, 1,183; and DOLE Stanfilco, 1,131.
These companies are among the 3,377 firms that have been found as engaged and suspected to be engaged in labor-only contracting.
Bello noted that the names of the companies have been submitted to President Rodrigo Duterte.
“We only submitted a list because the President directed us to submit the list of non-compliant establishments,” he said.
With this, the DOLE chief added that they will announce the names of the companies once they have complied with the order.
The LOC is defined as cases, wherein the contractor merely recruits, supplies, or places workers to perform a job or work for a principal, but does not have substantial capital, tools, equipment, machineries, supervisions, work premises; and that the contracted employees are performing activities that are directly related to the main business operation of the principal.
The said companies composed the 3,377 firms that were found to be engaged and suspected to be engaged in LOC, involving 224,852 workers.
Of the total, 2,610 firms are only suspected based on results of labor inspections; while the 767 companies were found to be engaged in LOC and have been issued compliance orders.
The DOLE has inspected 99,526 companies between June 2016 and April 2018. (PNA)
