LTFRB’s ‘principal consideration’ is public health

Land Transportation Franchising and Regulatory Board (LTFRB) Chairperson Attorney Martin Delgra stated that public health is the “principal consideration” of the agency in implementing guidelines on public transportation.

LTFRB Chairperson Delgra clarified that several public utility vehicles (PUVs) such as buses, modern jeepneys, taxis and Transportation Network Vehicle Service (TNVS) are allowed in areas placed under general community quarantine provided that social distancing and wearing face masks are implemented.

The agency is obligating operators to have a manifesto or a list of passengers to make the contact tracing easier. The use of cashless or online transaction is also encouraged to avoid the transmission of COVID-19 and to easily access contact tracing through the record history of the app.

Meanwhile, only shuttle services provided by the companies for their employees are allowed in areas under modified enhanced community quarantine.
